Centralized mail delivery equipment can be in the form of any “clustered” style of mailboxes including free-standing, pedestal mounted cluster box units (CBU), or other STD-4C compliant cluster mailboxes mounted in a wall, kiosk, or outdoor shelter. Manufacturers must produce a mailbox which meets or exceeds all USPS Specifications and then submit a prototype to the USPS for rigorous testing and approval. All STD-4C compliant mailboxes must meet the USPS design and installation regulation in order to receive a “USPS Approved” designation.

In addition, some states have enacted laws that are more stringent and specific about the type of mailbox that may be used, the post or support that must be used to mount the mailbox, and the location of the delivery equipment. Therefore, it is always a good idea to check with local postal authorities prior to finalizing any centralized mail delivery project.

The following products are designed to meet your centralized mail delivery needs.

Wall-Mounted Centralized Delivery Equipment

New USPS regulations related to wall-mounted, clustered type of mailboxes were introduced in 2004 and made fully effective on October 5, 2006. This new regulation, STD-4C, replaces all previous regulations (4B+, 4B, etc.) and requires STD-4C compliant mailboxes for all new construction and major renovations. The STD-4C installation requirements include:

  • At least one customer compartment shall be positioned less than 48 inches from the finished floor.
  • No parcel locker compartment (interior bottom shelf) shall be positioned less than 15 inches from the finished floor.
  • No patron (tenant) lock shall be located more than 67 inches above the finished floor.
  • No customer compartment (interior bottom shelf) shall be positioned less than 28 inches from the finished floor.
  • The USPS Arrow lock shall be located between 36 and 48 inches above the finished floor.
Pedestal-Mounted Centralized Delivery Equipment

New cluster box unit (CBU) specifications were developed in 2005 and became the standard for ALL manufacturers.

  • Only manufacturers who are approved by the USPS may produce the new officially licensed “F” series CBU.
  • All pedestal mounted cluster box units (CBU) are governed by USPS engineering specification USPS-F-1118.
  • Cluster box units are available in 8, 12, 13, and 16 compartment configurations.
  • Cluster box units require common space as they serve multiple residences and/or businesses.
  • Contact your area USPS delivery growth management coordinator early in your project to ensure proper placement in your development.

Look for the “Official Licensed Product of the US Postal Service” designation on CBU products. Manufacturers must meet stringent manufacturing and quality requirements to be approved and licensed by the USPS.
